The current estimated total of all recurring annual corporate subsidies across Shelby County is $88,775,968. This listing is the first known attempt to compile, in one comprehensive listing, all of the subsidies across Shelby County. Corporate subsidies include payment-in-lieu of full taxes or PILOTs, tax increment financing (TIFs), Electrolux bond financed construction, parking subsides and agricultural subsidies. Tourism development zone funds are not included in the subsidy listing. Just below, is benchmarking of the largest class of local corporate subsidies in payment-in-lieu of taxes or PILOTs. And below that table is a comprehensive listing of all known subsidies.
The just below data is calculated from the 2022 Tennessee Comptroller PILOT report and United States Department of Labor Bureau of Labor and Statistics (BLS) Quarterly Census of Employment and Wages (QCEW) program. The collective data reveals an excessive number of Shelby County PILOTs, resulting in deficient economic outcomes. The 2010 base year was selected, since the Memphis and Shelby County Economic Development Growth Engine (EDGE) was created in 2011. The Comptroller PILOT report, which is corporate self-reported, uniquely enables benchmarking against other TN municipalities property parcels under PILOT contract. For consistency purposes, the table just below is the Comptroller PILOT data and BLS QCEW Data for 2022. This data will be updated with 2023 annual data when BLS QCEW annual data is published in June 2024.
Additionally, TIF data from the Trustee will be updated as well in June 2024.
