Shelby-TN and National Peer Summary (2010-24)
The below data is calculated from the 2024 Tennessee Comptroller PILOT report and United States Department of Labor Bureau of Labor and Statistics (BLS) Quarterly Census of Employment and Wages (QCEW) program. The 2010 base year was selected, since the Memphis and Shelby County Growth Engine (EDGE) was created in 2011 as an economic development vehicle.
The cities’ counties in the national peer 10 average, based on Greater Memphis Chamber selection are: Birmingham, Indianapolis, Louisville, New Orleans, Kansas City, St. Louis County, St Louis City, Oklahoma City, Nashville, Memphis and Milwaukee. TN peer cities’ counties include Nashville, Chattanooga, Knoxville and Memphis. Knox County led the TN peer group for employment gains (2019-24).

Below is a table analysis for YOY 2023-24 change and COVID based 2019-24 change. Memphis-Shelby was the only county to show employment contraction in both YOY and 2019-24 change against the peer 10 average and municipal TN counties. At the same time, employment contraction was found YOY within the peer 10 group in Memphis-Shelby, St Louis City and County. And for 2019-24 employment contraction was found in New Orleans, St. Louis City and County, Memphis-Shelby and Milwaukee.
