The following data view is designed for Shelby County taxpayers and elected public officials. Comparative below data sets provide an academic snapshot of Memphis Shelby County Schools and Municipal School districts across Shelby County. Data was sourced from the Tennessee Department of Education. Growth is charted from the least year provided. In tables and charts below, comparative data establishes the following groups:  Memphis Shelby County Schools (MSCS), Shelby County Municipals (SC Muni) in Arlington, Bartlett, Collierville, Germantown, Lakeland, Millington, Tennessee Municipals (TN Muni) in Davidson County, Hamilton County and Knox County and the State. When referenced as MSCS, SC Muni, TN Muni or State, those academic outcomes are averages for the district(s) within that group.

The selection of 2017, as the base year, comes based only on new Shelby County school districts having 2 yrs to stabilize. The selection of 2019 as an intermediate measure comes as a Pre-COVID measure. Ready Graduate 2020 base year comes from being the earliest yr in which data files for the State as a whole exist. State ACT files don’t exist. State averages for the survey were calculated based on an average of the districts’ average comprehensive ACT score.

ELEMENTARY SCHOOL (3-5)

MSCS led peer groups in Elementary (3-5) ELA percentage gains but severely slumped in Math. SC Munis led all groups in ELA and Math performance.

MIDDLE SCHOOL (6-8)

MSCS poorly performed against all groups in Middle School. SC Munis led all groups in Middle School ELA and Math percentage gains and performance.

HIGH SCHOOL (9-12)

From 2020-24, MSCS led all groups in Ready Graduate percentage gains and SC Munis led in Ready Graduate performance. ACT was a disappointment for all groups, but SC Munis led all groups in the least percentage growth loss and in performance.

CHARTERS (2024)

The cited difference is that of public non-charters from charters in the district in which the charter schools reside. A favorable argument for Charters can be made when excluding Achievement School District (ASD), Hamilton and Knox Counties. Hamilton and Knox arguably lack a critical mass of charter schools for comparison. The TN Charter Commission public non-charters average the schools in Davidson and Shelby Counties since that is where almost all TN Charter Commission schools are located. The data source for this analysis comes from the TN Department of Education school accountability file.
