Below are the Memphis Shelby County Schools (MSCS) ESSER Budgets that I was able to obtain. The total is $727M with $81M for HVAC. The first ESSER question that arises is why are there HVAC problems in MSCS? $81M would equate to approximately $493K for each building, across 164 MSCS buildings. See below:
